To install NET Framewwork version 4.0 you should run  dotNetFx40_Full_setup.exe. from  Total Commander or Windows Explorer

Begin install  Net Framework v 4.0

Installing NET Framework v 4.0. installation
takes quite a long time, as the greater part of that
package is downloaded from the Internet

Finish install  Net Framework v 4.0  .

Probably after the installation process will begin soon upgrade - because since then came many improvements and upgrades of this package .
